Update to FEMA’s Individual Assistance Program and Policy Guide, Version 1.1 Memo

The purpose of this memorandum is to amend sections of FEMA Policy 104-009-03, Individual Assistance Program and Policy Guide, Version 1.1 (IAPPG), published on May 26, 2021. Unless noted in this memorandum, all other policy guidance outlined in the IAPPG remains in effect.

FEMA amended the Individual Assistance Program and Policy Guide (IAPPG), Version 1.1, to create additional flexibilities that ensure access to assistance is equitably provided to all survivors. The policy changes outlined below apply for disasters declared on or after August 23, 2021.

Transitional Sheltering Assistance FEMA Policy FP 104-21-0008

This policy defines the framework, policy details, and requirements for using TSA to provide temporary sheltering, e.g. hotels and motels, for eligible survivors, as they transition from emergency shelters to temporary or permanent housing solutions in response to a Presidentially declared emergency or major disaster declaration, hereafter “Stafford Act declarations.”

Individual Assistance Program and Policy Guide (IAPPG) Version 1.1

"FEMA has updated the Individual Assistance Program and Policy Guide (IAPPG), a comprehensive guide for all FEMA Individual Assistance programs. Version 1.1 is an interim version being issued prior to a more extensive review and update planned for 2023. Version 1.1 supersedes the current IAPPG, issued March 2019, and is applicable to all Individual Assistance (IA) declarations issued on or after the publication date. The IAPPG Version 1.1 includes changes that align policy to current processing guidance, lessons learned from recent natural disasters, and incorporates updates authorized by the Disaster Recovery Reform Act (DRRA) of 2018.
