Unified Federal Environmental and Historic Preservation Review (UFR) Library

The Unified Federal Environmental and Historic Preservation Review (UFR) Library contains documents associated with UFR Process development and implementation.  These documents, the Tools and Mechanisms, are for federal, tribal, state, and local stakeholders, including applicants and EHP practitioners.  The Tools and Mechanisms unify and expedite environmental and historic preservation (EHP) review for proposed disaster recovery projects because they can be in place before a disaster occurs, are scalable to the needs of a particular disaster, empower applicants, enable EHP practitioners to share data, apply existing efficiencies within EHP requirements to disaster recovery projects, and introduce new compliance pathways for specific EHP requirements.

Unified Federal Review Guidance for EHP Practitioners (Practitioner Guidance)

A guidance document that describes, defines and establishes a consistent UFR Process, information requirements, and best practices for EHP reviews of disaster recovery projects. The guidance walks EHP practitioners through the UFR Process during a typical disaster recovery timeline and explains how to utilize and incorporate UFR mechanisms and tools during EHP reviews.

Guide to UFR Resources for Practitioners and Applicants

The “Guide to UFR Resources for Practitioners and Applicants” serves as a directory of UFR product for disaster recovery grant applicants. The guide provides a synopsis of each resource. While the primary audiences are disaster recovery grantees and subgrantees, other federal and state partners may find these resources useful to guide post-disaster engagements or pre-disaster planning.

Memorandum of Understanding among the Federal Emergency Management Agency, the National Park Service and the Federal Highway Administration for Unified Federal Review of the Pu’u ‘Ō‘ō Volcanic Eruption and Lava Flow.

This document is provided as an example disaster-specific MOU developed to unify and expedite EHP reviews for disaster recovery projects associated with the Presidentially declared Pu‘u ‘Ō‘ō Volcanic Eruption and Lava Flow Disaster. This MOU formalizes commitments among agencies to work together to facilitate uniformity, consistency, and transparency by setting forth roles and responsibilities, establishing interagency communication protocols, and identifying EHP priorities.

Data Standards List: Overview and Instructions

The Data Standards List is a compilation of data standards among Federal Agencies and is provided as an attachment to the Data Sharing Agreement Content, intended for EHP practitioners. The Data Standards List covers natural and cultural resources, general standards for GIS data, as well as Federal and state Agency-specific and resource- specific standards. Data standards facilitate the development, sharing, and use of data so that information can be exchanged and/or used consistently among all participants.

Data Sharing Agreement Content

A compilation of content areas for parties (i.e., Federal agencies, Indian Tribes and Native Hawaiian organizations, state agencies, and stakeholders) to consider when developing data sharing agreements, including, sample language from previous agreements, examples of EHP‐related data sharing agreements. This should be used in coordination with the Data Standards List.

Disaster-Specific Memorandum of Understanding (MOU)

The Disaster-Specific MOU, and its accompanying guidance, provides a ready framework for developing disaster‐specific coordination during disaster recovery among Federal, Tribal, state, and local agencies. This mechanism provides the Parties with the flexibility needed to tailor and specify their coordination efforts to the needs of particular recovery projects.

Appendix D Interagency Meeting Checklist

The Interagency Meeting Checklist identifies information that Agencies must consider and share to promote understanding of Agency resources (funding, staff, and data) already being allocated, promote interagency communication, and assist in developing a Disaster-Specific MOU. The Interagency Meeting Checklist contains questions for EHP practitioners to consider before and during an interagency meeting. EHP practitioners should print out the Interagency Meeting Checklist and use it to foster discussion of the utility of a Disaster-Specific MOU for disaster recovery efforts.

EHP Disaster Recovery Skills Checklist

A checklist to assist the coordinating Agency of the NCR RSF in identifying appropriate staff to deploy in support of the NCR RSF under the NDRF.

Unified Federal Review (UFR) Glossary

The list is a compilation of terms used in the UFR Process. Understanding that Federal Agencies may have different definitions, these definitions were created to align with the National Disaster Recovery Framework and EHP laws and regulations to facilitate interagency disaster recovery efforts. This glossary is intended for federal, tribal, state, and local UFR Process stakeholders.
