Region 3 Deputy Administrator (Acting)

Michael Senycz is currently acting as the Deputy Regional Administrator for Region 3, which is comprised of Delaware, Maryland, Pennsylvania, Virginia, West Virginia, the District of Columbia, and seven tribal nations. In his normal capacity, Mr. Senycz serves as Recovery Division Director for the region. Michael has been deployed to over 20 federally declared disasters around the country where he has served in leadership roles as the Federal Coordinating Officer, Director of the West Virginia Recovery Office, and Individual Assistance Branch Director.  He has previously served as the Region 3 Individual Assistance Branch Chief from 2012-2014, the Region 3 Recovery Division Deputy Director from 2014 – 2018, and most recently as the Region 3 Recovery Division Director starting in January of 2019. 

Prior to joining FEMA Region 3, Michael managed the closure of the Direct Housing Operation from Hurricane Isabel in Maryland in addition to managing the Recovery Support Center at FEMA Headquarters in response to Hurricane Katrina.  He worked on the Post-Katrina Emergency Management Reform Act (PKEMRA) legislation for Individual Assistance and helped institute formaldehyde testing procedures for FEMA temporary housing units.  In response to the 2007 California Wildfires, he deployed as part of a “Tiger Team” and led the first Joint Housing Task Force used for disaster operations. 

Recently, Michael has served as the Deputy Federal Coordinating Officer for the COVID-19 disasters in Region 3 and has led the reorganization and expansion of the Recovery Division over the past several years.
