Andy Couch serves as the Acting Deputy Associate Administrator for the Office of National Continuity Programs (ONCP). In this role, he assists the Associate Administrator by providing leadership and direction to ONCP divisions and the Mount Weather Emergency Operations Center across the broad spectrum of agency, departmental, Federal executive branch, and non-Federal government continuity responsibilities.
Andy joined FEMA in June 2016 as ONCP’s first Continuity Implementation Division (CID) Director. He led CID in its mission to assess and coordinate the integration, implementation, and execution of continuity programs of Federal executive branch departments and agencies, as well as FEMA’s own internal continuity programs.
Andy came to FEMA from the private sector where he supported various sensitive Federal government continuity programs over the 10 years following his retirement from the US Army. While on active duty, Andy held a variety of command and staff positions, including Deputy Chief Information Officer, Headquarters Department of the Army G-1; Commander, 2nd Presidential Communications Command, White House Communications Agency; and Operations Officer (S3), 7th Signal Brigade. Andy has supported government continuity programs since 1999.
Andy has a Bachelor of Science degree in Computer Science from the University of Kentucky and a Master of Science degree in Systems Technology from the Naval Postgraduate School. He is also a certified SCUBA diver and licensed amateur radio operator. He and his wife, Patti, live in Northern Virginia where they cheer for UK sports teams and dote on their three grandchildren.
