Grant funds are available for pre and post emergency or disaster related projects. These funds support critical recovery initiatives, innovative research and many other programs.
Grants are the principal funding mechanism FEMA uses to commit and award federal funding to eligible state, local, tribal, territorial, certain private non-profits, individuals and institutions of higher learning.
Types of Grants
Preparedness grants support our citizens and first responders to ensure we work together as a nation to build, sustain and improve our capability to prepare for, protect against, respond to, recover from and mitigate terrorism and other high-consequence disasters and emergencies.
"Hazard mitigation" is any sustainable action that reduces or eliminates long-term risk to people and property from future disasters. FEMA's hazard mitigation assistance provides funding for eligible mitigation measures that reduce disaster losses.
The Shelter and Services Program provides funds to non-federal entities that provide sheltering and other eligible services to noncitizen migrants who have been encountered by the Department of Homeland Security and released from custody while awaiting the outcome of their immigration proceedings.
The Emergency Food and Shelter Program (EFSP) is a FEMA-funded program that supplements and expands ongoing work of local nonprofit and governmental social service organizations to provide shelter, food and supportive services to individuals and families who are experiencing, or at risk of experiencing, hunger and/or homelessness.
The National Dam Safety Program State Assistance Grant provides assistance to encourage the establishment and maintenance of effective state programs intended to ensure dam safety, to protect human life and property, and to improve state dam safety programs.
The FEMA National Earthquake Hazards Reduction Program (NEHRP) Earthquake State Assistance Grant Program reduces the risks of life and property from future earthquakes in the United States through the establishment and maintenance of an effective earthquake risk reduction programs.
The Next Generation Warning System Grant Program (NGWSGP) supports investments that improve the resilience and security of public broadcasting networks and systems.
Civil Rights Obligations for Grant Recipients
Any organization that receives federal financial assistance from FEMA cannot discriminate or prevent participation in a program or activity on the basis of race, color, national origin, sex, sexual orientation, religion, age, disability, English proficiency, or economic status.

How to Get a Grant
Each grant has different eligibility requirements and application process.
- Find a grant that meets your need or supports your project.
- Read through the eligibility requirements and application process.
- If the grant has a cost share with the applicant or recipient, evaluate if you can afford it.
- Determine your applicant type. (ex. state or non-state, applicant or sub-applicant)
- Complete a benefit-cost analysis, if needed.
- Submit application.
