FEMA funded projects must undergo Environmental and Historic Preservation (EHP) review to ensure we protect and preserve our natural and historic resources.
These tools help explain the federal environmental and historic resource laws and Executive Orders. They provide guidance specific to Region 3 states for the EHP compliance portion of the grant application process.

Region 3 developed this guide for floodplain managers, hazard mitigation planners, and others interested in reducing local flood risk. It focuses on how to enhance data-sharing, partnerships, and plan integration to keep families, businesses and neighborhoods safe. It also uses common scenarios in our region to show how different programs can work together to manage water resources in a way that advances multiple community goals. These programs include hazard mitigation planning, floodplain management, land use planning, economic development and emergency management.
This worksheet offers a framework for your state to assess its capabilities to mitigate hazards. This process is an opportunity to bring together diverse stakeholders and build partnerships. It is also a requirement for all state hazard mitigation plans.
Region 3 developed this worksheet to support effective and sustained engagement during state hazard mitigation plan updates. It walks through key factors to consider when creating an engagement strategy. A strong engagement strategy will involve a variety of agencies, organizations and sectors in the plan update process.
