Effects of Strength and Stiffness Degradation on Seismic Response
This document is a follow-on publication to Improvement of Nonlinear Static Seismic Analysis Procedures (FEMA 440). It provides information that will improve nonlinear analysis for cyclic response, considering cyclic and in-cycle degradation of strength and stiffness. Recent work has demonstrated that it is important to be able to differentiate between cyclic and in-cycle degradation in order to more accurately model degrading behavior, while current practice only recognizes cyclic degradation, or does not distinguish between the two. The material contained within this publication is expected to improve nonlinear modeling of structural systems, and ultimately make the seismic retrofit of existing hazardous buildings more cost-effective.

Environmental Assessment for the Gulfport Library Relocation/Consolidation Project, Harrison County, Mississippi (October 2009)
On August 29, 2005, Hurricane Katrina struck the Mississippi Gulf Coast, causing extensive damage. Subsequently, a Presidential Disaster Declaration, FEMA-1604-DR-MS, was signed for Katrina.Harrison County, Mississippi, has submitted an application for Federal Emergency Management Agency (FEMA) funding under FEMA’s Public Assistance Program being administered in response to FEMA-1604-DR-MS for the proposed Gulfport Library Relocation/Consolidation Project in the City of Gulfport. The project consists of relocating the Gulfport Library outside of the 100-year floodplain and Advisory Base Flood Elevation (ABFE). Harrison County also proposes to relocate the services from the existing Orange Grove Public Library to the new building. The consolidation of both libraries would create the new Harrison County Public Library.

National Flood Insurance Program Community Rating System's Award for Excellence: Announcement and Application
The National Flood Insurance Program (NFIP) has decided to establish an award to recognize individuals who have actively advanced the vision of the NFIP and the Community Rating System (CRS). While all CRS communities are taking steps that improve their flood safety and resilience, certain communities stand out. As in all serious endeavors, outstanding results do not just happen. They are due to the efforts of specific individuals, who through their knowledge, commitment and passion, have made their communities safer. The NFIP hopes to annually recognize such individuals through the presentation of the “CRS Award for Excellence” during the annual National Flood Conferences (NFC). The first presentation is planned for the NFC scheduled for May 2010. Applications are DUE December 1, 2009.

Guidelines for the Implementation of Essential Facilities Risk Assessments Using HAZUS-MH
The Federal Emergency Management Agency (FEMA) sponsored a pilot project to perform a risk assessment of essential facilities using its HAZUS-MH. The objective of the pilot project was to demonstrate the synergy between HAZUS-MH and FEMA’s Map Modernization program to update Digital Flood Insurance Rate Maps (DFIRMs) for three Southern California counties (Orange, Riverside, and San Bernardino) and to illustrate the types of information HAZUS-MH can generate for hazard mitigation planning. In the pilot, HAZUS-MH was used to estimate the impact of two different earthquakes and three different riverine floods on each county’s infrastructure, including both regional building inventories (referred to within HAZUS-MH as the “general building stock”) and essential facilities. In addition, the impacts of a tsunami hitting the Orange County coastline were examined. The results of these risk assessments were documented in three separate reports.

Environmental Assessment for the Construction of a Social Services Building, Modoc Tribe of Oklahoma, Miami, Oklahoma
Extensive flooding in 2007 resulted in damage so extensive that the building had to be vacated and demolished. Tribal leaders evaluated preliminary information regarding advanced construction techniques, specific to flood plain construction, which could possibly allow for use of the previous location. Tribal leaders recognized that even with the advanced construction techniques, flooding of the areas around the building would be common and the expense would be significant. The Tribe is proposing to construct a social services building on Indian trust land. The building will serve to provide for the administration of social service programs for the Tribe members. The proposed project is to be funded through FEMA’s Public Assistance Program. The proposed action (PA) is the construction of an approximately 5,000-square foot building that will provide a centralized location for the Tribe’s administration offices, a cultural gathering place, and other tribal services.

Environmental Assessment for Options Building Relocation and Reconstruction, Linn County, Iowa (October 2009)
As a result of the June 2008 storms, the Options Building was inundated with flood water. Due to the extent and depth of flood waters in and around the facility, it was not possible to bring equipment to pump out standing water for three days. As a result, standing water remained in parts of the facility for a period of three days. Flood water permeated every section of the 50,322 square foot facility. Due to the extended duration of standing water, the Options Building was red tagged as uninhabitable by the Linn County Environmental Health Department. Public access to the facility was prohibited. FEMA’s assessment teams determined that the Options Building was damaged in excess of 50 percent of its value. As a result, Linn County has applied through the Iowa Department of Homeland Security and Emergency Management and FEMA Region VII Public Assistance Program for funding to relocate and reconstruct the Options Building.
